FG- Imo: :Regulatory Oversight of The State Electricity Market Is Now Underr ISERC

By Favour Ifeoluwa & Akinola Ajibade  The Federal Government yesterday( Monday) announced the transfer of Regulatory Oversight of the Electricity Market in Imo State to the state electricity regulatory commission, otherwise known as (ISERC). In a statement issued by the Nigerian Electricity Regulatory Common( NERC), the development is in compliance with the amended Constitution of the Federal Republic of Nigeria (CFRN) and the Electricity Act 2023 (Amended), reiterating that all transfers envisaged by this order shall be completed by 31 December 2024. According to the Commission,the transfer Order’s provisions include: “Direct Enugu Electricity Distribution Company (EEDC) to incorporate a subsidiary (EEDC SubCo) to assume responsibilities for intrastate supply and distribution of electricity in Imo State from EEDC, and that EEDC shall complete the incorporation of EEDC SubCo within 60 days from 27th June 2024. PUTIN WILL CONTINUE TO SHEEL UKRAINIANS IF....

Russian President Vladimir Putin has ruled out the possibility of bringing the war to end, in the event tha Ukrainans refuse to surender.her troops

He said that ehlling of the besieged Ukrainian city of Mariupol would continue as long as Ukrainian refuse to drop their ammunitions.

 Putin made the comments during an hour long phone call with French President Emmanuel Macron recently,the Kremlin said in a statement.

But French officials said the Russian leader had agreed to consider plans to evacuate civilians from the city.

Russia has since proposed a one-day ceasefire for today.

The defence ministry said the ceasefire would allow people to travel westwards to Zaporizhzhia vie the Russian-controlled port of Berdyansk

The ministry said it wanted the Red Cross and the UN’s refugee agency to take part in the evacuation, and said it was waiting for a response to the proposal from Ukraine.

Previous attempts to establish a ceasefire in Mariupol have collapsed amid accusations of bad faith from both sides. Russia has also been accused of forcibly relocating thousands of civilians to Russia or Russian-controlled areas.

The announcement comes as new satellite photos showed the destruction caused by the shelling.

The images, released by the Earth observation company Maxar, showed that residential areas have been reduced to rubble and highlighted Russian artillery cannons in firing positions on the outskirts of the city.

Officials from France’s Elyseé palace called the situation in the city “catastrophic” and added that “civilian populations must be protected and must leave the city if they wish to. They must have access to food aid, water and the medicines they need”.

“This very degraded humanitarian situation is linked to the siege of the city by the Russian armed forces,” the statement said.

France, along with Turkey, Greece and several humanitarian groups, have presented Mr Putin with a plan to evacuate the city.

Officials said that Mr Putin told Mr Macron that he will “think about” the proposal.

But in its readout of the call, the Kremlin appeared to suggest that Mr Putin has provided no such assurances.

Russian officials said Mr Putin told the French leader that “in order to resolve the difficult humanitarian situation in this city, Ukrainian nationalist militants must stop resisting and lay down their arms”.

The statement added that Mr Putin had given Mr Macron “detailed information about measures taken by the Russian military to provide emergency humanitarian assistance and ensure the safe evacuation” of civilians from the besieged south-eastern city.

Ukraine has accused Russia of forcibly relocating thousands of people from Mariupol to Russian-held territory.

The call followed claims by the mayor of Mariupol that thousands of people have been killed during the Russian bombardment of the port city.

Vadym Boychenko, who has been evacuated from the city, told the Reuters news agency that almost 5,000 people, including around 210 children, have been killed since Russian shelling began.

Matilda Bogner, the head of the UN human rights mission in Ukraine, told Reuters that she believes “there could be thousands of deaths, civilian casualties, in Mariupol”.

The International Red Cross humanitarian organisation has confirmed reports that one of its warehouses in the city has been hit by Russian shelling, telling the BBC that all supplies in the depot had already been distributed.

It added that it no longer has “a team on the ground” and therefore could not comment on potential extent of casualties or damage.- B

NNPC Completes Mechanical Rehabilitation of Port Harcourt Refinery Plant

By Favour Ifeoluwa & Akinola Ajibade The Nigerian National Petroleum Company (NNPC) Limited, says that it has mechanically completed the rehabilitation of Area 5 Plant of the Port Harcourt Refining Company (PHRC). The nation's oil company began rehabilitation of the refinery two years ago, while at the same time, promised to complete its by 31st December 2023. The Group Chief Executive Officer, NNPC Ltd., Mr. Mele Kyari, said as of December 15th, 2023, 84.4% of Area 5 Plant, a key component of the Refinery, and 77.4% of the entire rehabilitation project have been completed. “In our quest to ensure that this refinery is re-streamed to continue to deliver value to Nigerians, we made a promise that we will reach a mechanical completion of phase one of the rehabilitation project by the end of December and get the other plants running in 2024. Fed Govt Commences New VAT Sept 1

By Favour & Akinola Ajibade Buoyed by the resolve to deepen the country's revenue base and further and further speed up implementation of capital projects in Nigeria, the  Federal Government will in the next six days, precisely September 1, this year, starts collecting the  new Value Added Tax( VAT).  The government is achieving  this goal through the Federal Inland Revenue Service(FIRS).  FIRS, in a statement,  said subject to the Finance Act 2023, VAT withheld or collected, VAT on items excluded from building, the new Tertiary Education Tax rate of 3 per cent and Investment Allowances and Convertible Currencies will become effective September 1, 2023.
